Servotronic Problem - Help Required

I have an issue with my servotronic and I'm looking for anyone that may have some guidance.

Having metered out the solenoid it is only showing a max 40% duty cycle at idle, which suggests that the servotronic thinks the car is moving faster than it actually is. Tried two different servotronic controllers but both stuck at 40%.

Anyone got any thoughts what the issue could be? Initially it looks like the PSM is sending an incorrect signal to the servotronic as that is what seem to dictate the level of assistance in the steering.
