rear spoiler does not stow flush

Not sure if this is electrical issue or mechanical but the rear spoiler on my C2 coupe no longer closes to the expected flush condition.I have not used the car since October but had washed it inbetween then and now. I have noticed at the start of the elivation that there is an initial whirring noise and no movement, then it starts to raise but is not smooth for the first 40mm of travel.
Both limiter switches adjustment screws are tight ie would require a screw driver to turn them.Used WD 40 at all hinge points, have oiled hinge points regularly.
Are there any issues I should look for.
I noticed this after a drive this weekend but the car away and the spoiler was slightly a jar. - PS I rarely use the manual operation
 
Fixed it. The plastic blind where it is attached to the spoiler rear edge had become bias to the near side which was thus jamming against the gear mechanisum.
