oil bypass mod

I am about to do a oil bypass mod on my 7r mag cases.
I have the info on what to do,but the one hole needs blocking,either with a threaded plug or weld up? Which would be best,or how has it been done?
Also there is a smaller hole below the big hole that needs plugging,does this smaller hole also need plugging or left alone.All the info i have so far does not show or mention the second hole thats about 5mm in diameter.
Any help would be welcome.
 
I am sure Mike Bainbridge at MB Engineering would be able to talk it over with you. He talked me through this in front of a set of cases when I was at an engine overhaul workshop he did earlier in the year.

I don't trust my memory to explain it myself !
