interior fan speed switch

Hi there can anyone give me starting a starting point no how to change the interior fan speed switch. (well to take it out and have a look at it) it works on all speeds but with the ignition on the first click and it set to the off position it still blows. It blows at a different speed in the off position as to the 1st 2nd 3rd and 4th setting which all work at different speeds as they should do. So i am going to have a look at it and see anything. Does anyone have any sugestions?

Oh the car is a 89 944s2 cab.

Depends to what market area car is originally built. For example my US spec 951 does not have that feature. When you turn it off, it is off.
 
That's normal and the owners manual states:

'To ensure the circulation of air even when the vehicle is stopped or travelling slowly, the blower runs at low speed even when the switch is set to zero. If you require a greater air flow you can set the blower to speeds 1 to 4'
