Heater fan remains on

My heater fan remains on even if I push the control all the way to the left. If I move the control (the middle lever) to the right the fan gets more active as it should - so something is working.
But at the leftmost extremity the fan still runs - only a very little, hard to detect, but it is still running.

Is this a known problem?
My next move was to pull out the plastic bezzel through which the three levers run and take a look at the cables. Good idea or not?
 
This is not even a problem, it is supposed to be like that. With the slider fully to the left, current returns to earth, after the fan via a 10 ohm resitance wire (red) Moving to second speed, a second resistance in the back of the slider block, in the form of a 10 mm dia coil (literally) of what appears to be 28 gauge Nichrome wire about 30 mm long provides a second path to earth and therefore resitance is lowered. Moving to third speed all the resitances are bypassed and full current flows
