Front Wishbones

Having taken the wishbone off I find what appears to be the steel sleeve of the rubber bush totally fixed to the pivot on the rear of the wishbone. I've tried heating oiling etc.. but it's solid.
The reason for this post is before I do something drastic, is this sleeve meant to come off?
I presume that it is and my next move is very delicate grinding to split it.
I also found that I had one 23mm arb bush and one different make with an internal diameter greater than 25mm? no wonder there was a little play!!
