You'll have to cut the 'good' bolt out unless you can pull the captive nut hard against the panel and turn the bolt at the same time to loosen it.
I don't think there's an easy way into the box section.
I can email you a photo of the box section with the wing removed if that's helpful?

If you remove the carpet section that covers the base of the A post/kick panel, you'll see a small opening to the back of the pillar. What I did was use a conical drill bit to enlarge this hole until I could get a spanner onto the nuts. I then removed both nuts and screws and replaced them with conventional nuts on the back. Did this years ago and still fine.

As previous suggestion,access is now required to this nut.
The snapped head bolt may be removeable by drilling it out starting with an accurately centred small drill going larger until the tapping drill for the bolt goes through- aren't these bolts M6- in which case the drill size is 5 MM-followed by an M6 taper tap-use plenty of oil & slowly followed with an M6 plug tap.
However if this nut is also no longer captive,this procedure won't work.
Also if the nut becomes non-captive because of the above procedure whilst the tap is part way through you will be stuck unless access is made available to the inside of the A pillar to remove the nut c/wtap
