Dipped n/s light not working but main beam is

Hi everyone
I recently had the headlight fault error plus the check dipped beam error on the dashboard on my 2008 Turbo S. The n/s Xenon dipped beam is not working. I checked the fuse - all okay. Replaced the bulb with a new one - still no luck. There has been water ingress into the headlight unit. Is the ballast the next potential culprit? Any suggestions welcomed.
