dash voltmeter

What does this measure - state of charge or rate of charge? I've got another basic voltmeter attached and the figures broadly agree but I feel I'm seeing quite low figures. At idle it drops to 12.2 and running 12.5 to 13. Load doesn't seem to make much difference. Through the summer little was on, no heated seats, lights, heater etc but I don't recall the numbers being higher than last winter when these items were in use. I've not put a meter across the battery in these conditions but it sits for a couple of weeks and still starts fine so I can't imagine it's not charging. Battery and starter are new.
