Clicking/ticking noise

I have a 74 carrera with the 'S' callipers.
It has developed a ticking sound loud enough to be heard inside the car when driving.
The tick is speed related, not affected by which gear you are in, goes away under heavy braking but not normal braking.
I thought it was a pad shuffling up and down in the calliper and in fact one pad is 'looser' than the rest. I have tried numerous ways of stopping it moving and it has made no difference. There is nothing touching the wheels.
Any thoughts gratefully welcome
