Windscreen washer - always full!

I check my windscreen washer fluid level visually every week and it's always full! I've used the windscreen washer quite a few times over the last few wekks and the level never seems to go down. The filler has a mesh strainer and, if I lift that up, I can see windscreen washer fluid. Is the resevoir huge for Bi-Xenon equipped cars?
