Oil Level Gauge - When does it tell the full story.

I' ve had a few air cooled 911' s - but still don' t know for sure when this guage is telling me the full story. Whenever I look at mine its either in the Red or off the scale altogether ..... so under what circumstances can it be used to indicate the actual oil level?
