engine sounds like its super charged

can anyone shed any light on this. whats been done so far. after a full head and oil cooler rebuild after head went. the engine started first time and run smooth except that there is a whining whistling noise coming from the low area of the engine i got a mechanic stethiscope and the noise was coming from the two balancer tensioners the toothed and flat ones so replaced them but the sound is still there so checked the sounds around the engine but nothing it only comes from around the tensioners what is it?
 
I would guess at balance belt not tensioned correctly.

I'm sure someone with a bit more knowledge will be along shortly.

The balance belt will be too tight. Seems to happen alot on our cars as when tensioned correctly the balance belt feels loose.

what sort of deflection in the belt should i be looking for at the moment there's about a tight 10mm. thanks for the info so far

 
There are several suggestions-but not based on deflection-normally being able to twist the belt through 135 deg upto 180 deg-the cambelt being 90 degs.
 
Good stuff, was about to say let it off to 180, it will appear to be stupidly loose, but thats how it should be [;)]
