Coolant level

When you unscrew the cap to the coolant expansion tank, are you supposed to see some coolant between the minimum and maximum marks? I have never been able to see any coolant, even after a suspected coolant leak was checked out by an OPC who said it was aircon condensation.

Also, what do I use to top it up if I can't see any coolant? Is there a specific coolant that must be used (I guess I shouldn't use plain water)?
