I have just been speaking to a disc pad manufacturer about brake dust sticking to wheel rims. Some surface treatment like powder coating seems to resist it but OEM finished rims are more prone to hot brake pad dust sticking.
Apparently a neat idea when you have thoroughly cleaned your rims is to give them a coat of a colourless 'Anti-Spatter Spray' ........ this acts as a non-stick layer and future applications of dust come off easily.
I have not tried this myself but it all makes sense, Halfords do a spray see:
