924 Turbo cooling system

Can anyone help with an enquiry from forum member Mustin?

924 Turbo
Question: The heater is stuck on hot no matter what the console is set to. Additionally, I believe that the water in the expansion tank has never circulated through the system as it remains absolutely clean after about 500 Miles driving. Would anyone have any suggestions as to whether the two are related ? Is this a known 924 Turbo problem ?? Are there any quick checks I can do to test whether the water circulation is progressing correctly?? Thanks for your time/help.
