928 S2 - number plate bulb replacement?

Sounds like this should be extremely straightforward, but I've been fiddling for 20 minutes and can't get the unit to pop out. Is there something I'm missing?

I should have explained.....

I taped up around the light unit, loosened off the screws so they aren't holding the unit in plate and started to prise it off. I can move it a few mm's but it's much more secure than I had assumed and I don't want to break anything - is there something I'm missing?
 
The screws go into a frame which is quite a close fit to the body of the lamp. Both parts rust quite badly after 20 odd years in a area which catches water.
My guess would be that the rust is the problem. You'll be lucky if something doesn't break. If you can get your hand up around and push down, you might have more luck.

I've replaced the ones on my '80 and '91 with all plastic LED units.

Have to apologise, you're correct, I should have fully removed the screws! I'm going to hide my head in shame for a few hours!!
